At least eight 14th district police cars descended on East Highland Ave. at around 3 p.m. in response to what bystanders said was a pick pocket call.
According to police, Michael Pugh of the 4600 block of Germantown Avenue, entered Cake, 8501 Germantown Ave., a little before 3 p.m. and was observed switching tables at the restaurant three times. A woman sitting directly behind him said she saw Pugh reach down and grab her handbag. She confronted Pugh and the police were called.
Police said Pugh denied trying to steal the bag and insisted he was only reaching for a water bottle. He was arrested at the scene.
