State Representative Stephen Kinsey and State Senator Art Haywood joined forces with community groups to organize the festival with music, refreshments, service awards, and community resources along the 5900 block of Germantown Avenue, despite the forecasted rainy weather. The barbers were invited by the 14th Police District to assist at the event, where police and police chaplains gave out pretzels, hamburgers, and hot dogs, along with backpacks filled with school supplies.
